Robert D. Charlton

Superintendent of the Arizona Department of Financial Institutions

Mr. Robert D. Charlton was appointed by Governor Douglas A. Ducey as Superintendent on April 4, 2016.  Prior to his appointment, Mr. Charlton served as Interim Superintendent from February 1, 2016 to April 4, 2016.  Mr. Charlton joined the Department in 1986 overseeing the Consumer Affairs Division and the regulation and supervision of financial enterprises which included advanced fee loan brokers, loan originators, mortgage bankers and brokers, collection agencies, commercial mortgage brokers and bankers, consumer lenders, debt management companies, escrow agents, money transmitters, motor vehicle dealers, payday lenders, premium finance companies, pre-need funeral trusts, and sales finance companies.

Mr. Charlton is a graduate of Kansas University, receiving a B.A. in Personnel Administration.

As Superintendent, Mr. Charlton oversees the Arizona Department of Financial Institutions, which is statutorily charged with the licensing, supervision and regulation of state-chartered financial institutions and enterprises and as of July 3, 2015 appraisers, property tax agents and appraisal management companies.  The Department is responsible for ensuring the safety and soundness of these entities as well as compliance with applicable state and federal laws.

Mr. Charlton also serves as a Board Member of the Arizona Board of Investments, the Arizona Deferred Compensation Committee, the Financial Investigations Resource Group and is a Cabinet Member to the Honorable Governor Douglas A. Ducey.
