The Treasurer’s Office manages a balance of nearly $9.7 billion in fixed income and equity investments in 21 different investment pools, each with unique statutory investment parameters. These dollars are comprised of three major sources: State Taxes, Fees, and other revenues, Local Government Investment Deposits (LGIP), and State Land Trust Endowment Funds.
Overall, the Treasurer manages a fixed income portfolio of approximately $8.5 billion and an equity portfolio of nearly $1.2 billion. The portfolio includes approximately 1,400 different issues. The securities range from repurchase agreements and commercial paper to collateralized mortgage obligations and corporate bonds. Maturities range from overnight to thirty years. These securities are spread across approximately 1,300 accounts that comprise the 21 pools under active investment management.
Among these investments are thirteen Permanent Endowment Funds with a fair value balance of over $2.6 billion. These funds contain proceeds from sales of land granted to the State of Arizona at statehood by the federal government.
The largest endowment fund is the Permanent Common School Fund with a fair value balance of nearly $2.5 billion. The proceeds from this fund are distributed to classrooms across Arizona. The distribution formula includes an inflation protection provision to protect the trust’s value against erosion due to inflation over time. This constitutional provision was established by the general electorate in 1998 with the passage of equity investment authority under Article X, Section 7, Constitution of Arizona.
